As many of you are already aware, yesterday, Saturday, September 15th, Governor McMaster lifted the evacuation order affecting Daniel Island and there are no restrictions for residents returning to the island. We hope that all of our Daniel Island families returning from their respective evacuation routes have a smooth and safe return home, back to Daniel Island.
Important Updates:
POA Office Reopening – The POA office will reopen tomorrow, Monday, September 17th at 8:30 am and will resume normal hours.
Trash & Yard Debris Pickup – Regarding trash and yard debris pick up, the City/Republic Services has indicated via their website and Facebook page that they will be performing island wide pickup of garbage and yard debris as usual on Monday, September 17th. Should the City decide to add any additional yard debris pickup, we will notify residents regarding that pickup day/date as we become notified. Please be patient as they will be working diligently to clean up additional amounts of yard and garbage debris across the entire City of Charleston. In order for your yard debris to be picked up, please be sure and follow all policies for trash and yard debris collection found HERE provided by the City of Charleston Environmental Services Department.
Pools, Boat Landings & Other Common Areas – Our maintenance team and pool operators are working on getting the pools swim ready. They are also assessing our boat landings, trails, parks and common areas. We currently do not have a set date or time when they will reopen, but will announce it as soon as we can via our Facebook page and website.
We appreciate your understanding and patience as we work to bring the island back to its pre-storm condition for everyone’s safety and enjoyment.

City of Charleston September 15 Hurricane Florence PM Update
Governor Henry McMaster lifted the evacuation order for all residents in Charleston, Berkeley and Dorchester Counties at noon today.
South Carolina Department of Transportation has asked that citizens returning to the area remain patient and expect lengthy travel times, potentially blocked roadways, or detours back to evacuated areas, and are asked not to drive around barricades or use emergency lanes that are needed for first responders.
The city of Charleston Municipal Operations Center will close at 5 p.m. today and emergency operations will return to OPCON 5 at that time.
City of Charleston teams completed formal damage assessments throughout the city this morning and reported minimal damage.
Citizens can self-report damage, such as trees in rights of way or malfunctioning traffic lights, by calling the City of Charleston Citizen Services desk at 843-724-7311 or logging it here: http://gis.charleston-sc.gov/report-damage/.
The Citizen Services Desk will be staffed until 5 p.m. this evening.
City offices will open for regular business Monday morning, September 17.
Residential trash and garbage pickup will resume on the normal schedule starting Monday. Throughout the week, crews will pick up all garbage and debris placed at the curb (excluding e-waste), even bags that do not fit in the cart. Commercial trash and garbage collection will resume Sunday, September 16.
Citizens who parked their vehicles in city parking garages for free for the storm are asked to remove their vehicles by 11:30 p.m. Monday.
Charleston Mayor John Tecklenburg said, “The National Weather Service told us this would be a very dangerous storm, and unfortunately that turned out to be true for many just to our north. Here in Charleston, we were blessed to be spared the direct hit, but we’re praying for those who were not, and stand ready to send help in the coming days to assist with the recovery efforts.”

SCDOT: Evacuation Orders Lifted for Charleston, Dorchester, Berkeley, and Colleton Counties
Evacuation Orders Remain in Effect for all Zones in Georgetown and Horry Counties
In coordination with local officials, Governor Henry McMaster announced that evacuation orders have been lifted for all residents in Charleston, Dorchester, and Berkeley counties, along with Edisto Beach in Colleton county, effective at noon today. At the request of local officials, evacuation orders for zones in Georgetown and Horry counties remain in effect as local law enforcement and officials continue to assess areas for potential dangers.
Returning residents are encouraged to exercise patience and expect lengthy travel times, blocked roadways, or detours back to evacuated areas and are asked not to drive around barricades or use emergency lanes that are needed for first responders.
While the weather conditions have improved, motorists should be cautious of fallen trees, downed power lines, and standing water in and around roadways. Citizens also should anticipate power outages at their homes or businesses, which may last for several days.
A decision on state government offices and school closings will be made once local emergency management and law enforcement officials have accessed damage and existing shelter needs.
Although Tropical Storm Florence itself no longer presents a threat to these areas, hazardous conditions still exist in many parts of coastal and inland counties:
• Avoid flood waters or standing water. Do not use area streams, rivers or the ocean for drinking, bathing or swimming due to the possibility of bacteria, waste water, or other contaminants. Avoid wading through standing water due to the possibility of sharp objects, power lines, or other hazardous debris that may be under the surface.
• There are currently over 170,000 power outages throughout the state. Those without power should not use generators indoors under any circumstances. Running generators in homes, garages, or other closed areas can lead to increased levels of carbon monoxide, which can be fatal and may cause death.
The S.C. Emergency Management Division’s website, http://scemd.org, lists emergency shelter status statewide and is updated in real-time by the S.C. Department of Social Services. Coastal evacuees without internet access are urged to call the PIPS line at 1-866-246-0133 with questions and needed assistance.

We’ll be feeling the effects of Florence later today. If you are still in town, please make your last preparations to batten down the hatches, including securing your garbage can, other items outside and consider bringing outdoor furniture in.
Still need to move your car to higher ground? City-owned parking garages are free to park for the duration of the storm. The Charleston Place, 99 West Edge and Concord garages are your best bet. For the safety of the Daniel Island POA staff, to finalize their personal hurricane plans with their families, and in following recommendations from local and state authorities, the POA office closed as of 3:00 pm on Wednesday, September 12, 2018 due to Hurricane Florence. The team will return to the island as soon as officials declare it is safe to return.
At this time, the POA staff do not have access to their office phones or voice mail, but do have email access. The POA Field Operations Staff completed their preparations today for Hurricane Florence for all of our common areas, trails, pools, boats landings and other amenities. Please read important information regarding these areas below:
- In order to ensure that our DICA/south end pools (Pierce, Scott and Edgefield) are all safely secured, the entry doors/gates will not be accessible as of 3:00 PM on Wednesday, September 12th until further notice and all 3 pools are closed. Please stay out of the pool areas for your safety.
- Please stay off/out of the boardwalks, trails, boat landings and any POA/City maintained docks throughout the community for your safety, as of 3:00 PM on Wednesday, September 13th until inspectors have looked at these areas and reopened them post storm.
- Per the Daniel Island ARB office – All new construction builders and contractors have secured and covered their dumpsters and either removed or secured all port-o-lets and loose materials at job sites. All owners who are having personal renovations or remodeling done at their home, have also been reminded to contact their contractors/builders about these items.
Several other important repeat reminders that were sent out via our Monday, September 10th eblast are included below:
- In the event you lose electricity, please notify SCE&G of power outages. Please refer to SCE&G pertinent information and contacts below.
- Please do not put any garbage/trash cans, recycling bins, yard debris or any other items at the curb from Tuesday, September 11th until further notice. If you have placed these at the curb, please bring them back into your garage or fenced in area.
- Be sure to check around the entire perimeter of your residence and secure or bring inside, any exterior items such as trash cans, recycling bins, planters (both hanging and potted), yard art, furniture, grills, bird feeders, basketball hoops, sports goals & other play/recreational equipment and any other loose items that could damage your property or neighboring properties or become life threatening projectiles.
- Localized flooding is expected. While the infrastructure of Daniel Island has handled significant events in the past, each storm presents different challenges. The City of Charleston and the Daniel Island POA will be monitoring conditions as they occur.
- For downed power lines, tree limbs, trees or other large debris that you may encounter in the streets or roads, please call 911 to report them. Downed or damaged City street trees, which are located between the curb and sidewalk should be reported to the City of Charleston Urban Forestry Division Manager, Clark DeCiantis at DeCiantisF@charleston-sc.gov or call Office: (843) 724-7148 or Mobile: (843) 509-9410.
- Any tree on someone’s personal property or in the right of way in front of their property is their responsibility to remove if fallen. City of Charleston September 11 Hurricane Florence PM Update
Charleston, S.C.— The city emergency operations are at OPCON 1 as officials assist the state with the I-26 lane reversal, continue to monitor Hurricane Florence’s track and prepare for potential impacts to the Charleston area.
Consistent with the ongoing evacuation, non-essential City of Charleston services were suspended at noon today for the duration of the week. The municipal emergency operations center remains open and city employees continue working on storm preparations.
City of Charleston parking garages (except for the Gaillard Center garage) are now open for citizens to park their vehicles for free for the duration of the storm. Parking garage locations can be found on the city’s website here: http://www.charleston-sc.gov/index.aspx?nid=1025.
With the announcement that the Charleston County Bees Ferry Landfill will remain in operation tomorrow, the city of Charleston will collect Tuesday’s garbage and trash routes tomorrow, Wednesday, September 12. Once those routes have been collected, crews will begin collecting Wednesday’s routes, as time permits. This applies to city routes on James Island, the peninsula and in West Ashley inside of I-526.
More than 19,000 sandbags were distributed in the city today. Sandbags will be available tomorrow, while supplies last, at all four locations: the old Piggly Wiggly site on Sumar Street in West Ashley, the Charleston Fire Station at 1985 Bees Ferry Road in West Ashley, the Public Service building at 2150 Milford Street on the peninsula and James Island Town Hall at 1122 Dills Bluff Road.
Charleston Police and Fire Departments assisted with the I-26 lane reversal, canvassed mobile home communities to distribute hurricane safety and evacuation information and visited construction sites to ensure they have been secured.
Public Service employees continued work today clearing storm drains and drainage ditches. They also assisted citizens at the sandbag distribution sites.
Parks employees secured all parks and city facilities, assisted public service clearing storm drains and trimmed street trees.
Housing and Community Development officials provided evacuation information to citizens experiencing homelessness and assisted in the dissemination of information to Charleston Housing Authority residents.

Update from SCEMD Website Regarding Hurricane Florence: Gov. Henry McMaster Orders Mandatory Evacuations for Coastal Counties Effective Tomorrow, September 11 at Noon
COLUMBIA, S.C. – Governor Henry McMaster, in coordination with local officials, has issued Executive Order 2018-29, which orders the evacuation of coastal South Carolina residents for their personal safety as Hurricane Florence approaches. Residents in all hurricane evacuation zones must evacuate beginning no later than NOON TUESDAY, SEPT. 11.
Evacuation shelter locations will be available on scemd.org and in the SC Emergency Manager mobile app as soon as they are opened.
Evacuees should pack the following essential items in anticipation of a potentially prolonged evacuation period: required medications, adequate clothing, and essential personal items. Residents going to evacuation shelters should bring their own blankets, pillows, cots, and special food items if they are on restricted diets.
Individuals and families should plan to board pets with veterinarians, kennels, or other facilities in non-vulnerable areas. Pets are not allowed inside Red Cross evacuation shelters.
The governor also issued Executive Order 2018-30, which orders school closures and closures of all state government offices for all non-essential personnel in the following counties, beginning tomorrow, Tuesday, September 11: Aiken, Allendale, Bamberg, Beaufort, Barnwell, Berkeley, Calhoun, Charleston, Colleton, Clarendon, Darlington, Dillon, Dorchester, Florence, Georgetown, Hampton, Horry, Jasper, Lexington, Lee, Marion, Marlboro, Orangeburg, Richland, Sumter, and Williamsburg.
People who live in the following coastal areas must evacuate beginning noonTuesday. Residents who do not know their zones can visit SCEMD’s “Know Your Zone” website where they can enter their address and be given their precise zones and view detailed maps of the zones.

Lane Reversals and Evacuation Routes (All evacuation routes and zones are detailed in the 2018 S.C. Hurricane Guide):
The S.C. Department of Public Safety and the S.C. Department of Transportation along with supporting agencies will at noon tomorrow reverse the direction of traffic along certain evacuation routes to ease the flow of traffic away from the coast:
Charleston to Columbia: A full four-lane reversal on I-26 in Charleston will begin at the interchange of I-26 and I-526. The full reversal continues west until the I-26 crossover to I-77 just outside Columbia in Lexington County.
Horry County: Horry County has two four-lane reversals along US 501: SC 544 to US 378; and US 501: Between SC 22 (Conway Bypass) to SC 576 near Marion County.
For the Beaufort and Hilton Head area, we will poise and be ready to reverse US 278 and US 21 if traffic conditions warrant.
South Carolina’s emergency helpline is now active around the clock. Anyone with questions related to Hurricane Florence should call the Public Information Phone System at 1-866-246-0133.

As of 11 AM on Monday, September 10th, 2018, hurricane model predictions do not indicate Hurricane Florence as having a direct landfall in Charleston. However, Daniel Island may experience Tropical Storm conditions (significant rainfall, flooding and high winds). Please be vigilant in monitoring the weather conditions closely and be prepared to follow recommendations of state and local authorities as hurricanes are unpredictable.
Hurricane Florence may impact our area within the next few days. We would like to remind you to take the following precautions:
- Daniel Island is in Evacuation Zone B http://gis.berkeleycountysc.gov/hurricane
- Be sure to check around the entire perimeter of your residence and secure or bring inside any exterior items such as trash cans, recycling bins, planters (both hanging and potted), yard art, furniture, grills, bird feeders, basketball hoops, sports goals & other play/recreational equipment and any other loose items that could damage your property or neighboring properties or become life threatening projectiles.
- All builders and contractors have been asked to remove or secure their dumpsters with a cover and to remove or secure all port-o-lets and loose materials at job sites. If you are having personal renovations or remodeling at your home, please remind your contractors/builders about these items.
- Please refrain from putting trash and yard debris to the curb from Tuesday, September 11th until further notice.
- In the event you lose electricity, notify SCE&G of power outages.
- Make sure you have an adequate supply of canned goods, bottled water, radio, cell phone, portable charger and batteries. If you do not have bottled water on hand, fill a bathtub or sink with fresh water.
- Sandbags are available to residents in preparation for hurricane Florence
- The City of Charleston has a limited number of free sandbags available to assist residents who anticipate localized flooding. Distribution has begun. The sandbags are available from 9 AM- 5 PM at three locations:
