2021 Daniel Island Community Association (DICA) Board Election

September 29, 2021

The Daniel Island Community Association (DICA), which includes all single-family homes and townhomes south of I-526 (not including Daniel Island Park Association or Daniel Island Town Association properties) will transition to a property owner-controlled board in 2021. Below are some key dates and an overview of the transition process, which is also outlined in the DICA Bylaws on the POA’s website: dicommunity.wpengine.com/resources.

Important Dates

  • 3rd quarter, 2021: Termination of the DICA Declarant Control Period
  • August 15, 2021: DICA Board nominations begin
  • October 1, 2021: Last day to submit your name for the slate of DICA candidates
  • November 1, 2021: Election of 6 DICA board members and DICA annual meeting
  • January 11, 2022: First DICA board meeting and election of board officers

Timing and Procedure

The Declarant, the Daniel Island Company (“DIC”), anticipates there being 5,625 or more dwelling units on all of Daniel Island with certificates of occupancy and owned by someone other than a builder (75% of the total 7,500 residential dwellings permitted by the Daniel Island Master Plan) in the third quarter of 2021. In anticipation of the occurrence of the termination of the Declarant Control Period when that benchmark number of 5,625 dwelling units is achieved, DIC has scheduled an election of 6 directors on November 1, 2021, and their term will begin on January 1, 2022. For this first election, three directors will have terms of two calendar years and three will have one calendar year terms, as allocated by the new board. Pursuant to the Daniel Island Community Association Bylaws, Section 3.5(d) DIC will appoint one member to the new DICA board.

Board Candidates

Please submit by email the candidate’s name, address, email, phone number, a photograph, and no more than 2 paragraphs describing professional background and leadership qualifications to jane.baker@dicommunity.org by October 1, 2021. The slate of DICA candidates will be advertised in all POA October electronic newsletters, in the Daniel Island News, and on our POA website.

Board Election

The election is scheduled for November 1, 2021, via an electronic ballot. If you are unable to vote electronically on November 1st, you will be able to cast a paper ballot at the POA office beginning October 15th through November 1st. YOU MUST HAVE ONE VALID EMAIL ADDRESS REGISTERED WITH THE POA IN ORDER TO VOTE IN THIS ELECTION. This is to confirm your status as a property owner, to ensure your eligibility to vote in this DICA board election, and will also be where your voter’s code and the ballot will be emailed to when it is time to vote.

To register your email with the POA, please email Danielle Hermann at danielle.hermann@dicommunity.org by 4:30 PM on October 1st, 2021 with your one preferred email address that you check most frequently as well as your property address. Voting will be open from 6:00 AM-6:00 PM and the winners will be announced at the annual meeting on November 1, 2021. You must vote for 6 board members for the voting system to accept your ballot. Only ONE vote per property/household will be allowed pursuant to the Bylaws.

Pursuant to Section 3.19 of the Bylaws, for a 2 year period following the election of the 6 directors, DIC (as Class “B” Member of the Association) has approval and disapproval rights over the actions of the Board with respect to policy or program of the Association, the Board and any committee which, that in the sole judgment of DIC, would tend to impair rights of DIC or Builders under the Declaration or By-Laws, or would interfere with the development of Daniel Island, or diminish the level of services being provided by the Association.

The roles and responsibilities of DICA board members may be found in the DICA Bylaws, Section C on the POA website. The DICA board will meet on a quarterly basis beginning January 11, 2022.

If you have any questions regarding the DICA transition, please email Jane Baker at jane.baker@dicommunity.org. If you have any questions regarding registering your email address to vote, please email Dani Hermann at danielle.hermann@dicommunity.org.
